Had this engine so figured i should run it dry out of gas so that i can store it and not have to do carb work to get it running again

briggs & stratton 5.5 HP breakthrough burden washer won’t start
any ideas what the problem might be? I have cleaned the carburetor and fuel lines. fuel is getting into to float bowl. I have also replaced the spark plug. once in a while when I am trying to start it, it will backfire. this pressure washer appears not to have been used much. the previous owner (original) owner said it only has about 3 hours on it.. all comments are much appreciated.
